The 0.68 equals the ratio between ebay's selling prices and the stores selling price.
ebay price / store price = 0.68
The 0.85 is a simplified factor representing how much "value" you can get out of the pallets, factoring in a small percentage of broken items, or used items.
0.85 = 75% like new product + 25% used/damaged product
0.85 = 1 x 0.75 + 0.4 x 0.25; 1 = worth at like new 0.4 = worth being damaged/used

How to import from China correctly. This one is not easy and is only for those who have some real money or a big credit line. From my experience doing this, I only know of one good way to do it. That way happens to be corning a whole market on ebay and if you do it, you will be making some serious money and will have to hire several people to work for you. But, since most no one fits that profile, I generally do not encourage this method.
